I've had complaints that when the newsletter is sent out to family it does not show relationships to them, but shows relationships to me. They think the tree is wrong.

I may be asking a lot, but could each newsletter reflect relationships to the person receiving the newsletter?

That seems strange because I would not expect that to be the case based on how it shows in my site when I look at tree members sample newsletter. In my site all members sample newsletters show the actual relationship with that member and not to me.

Have you had a look at your sample newsletters. If not go to Edit > dashboard > newsletter >sample newsletter > newsletter and see what it shows in your site.
