I would be inclined to save a copy of that particular tree and forward the gedcom to the intended recipient. That person should then be able to open a site of their own, on tribalpages or elsewhere, and load the copy.

Much the easiest (as suggested by Les) is to download a gedcom then whoever you send it to can create their own tree. As you say the photos will not be attached to the tree, but you can always send these as email attachments.
As long as the person you are transferring ownership to is already a family member and has an email logged.
1. logon as admin.
2. goto change email address and type in there email. You will get the following message:
Transfer Site Ownership
The email address joeblogs@ihug.co.nz belongs to Jo Blogs.
Would you like to transfer ownership of this account to the new email?
3. Tick the site you want to transfer and untick the one you want to keep.
All done. You will then be logged out as you won't own the site.
Obviously if you have not had to do this, you would not know how.
Tribal Support should put this more prominent on their HELP section, which still leaves a lot to be desired.

There appears to be a problem with the email displaying properly when you transfer the ownership of a website to a new owner. The system seems to display the email of the old owner.
When changing ownership please make sure the new owner updates the email address to their email.
I know this sounds strange but I don't why this happens.
To verify this, log out and use the search function and enter the email address of the new owner.
Again devs should have this explained.
