There is a possible marriage between a Thomas Penson and Ann Hill in the Kensington District of London during the period April- June 1853 with a General Register Office reference of Volume 1a, Page 209. Trying to trace people with those names on a prior census in London without further information is difficult, I can see only one Thomas Penson in 1851, but he was 7 years old, but there are over 500 Ann Hill. It is also highly probable that these two were born outside London and moved there before marriage.

In order to make progress you will need to purchase a copy of the marriage certificate which should give you more details such as possible ages, occupations and names and occupations of their father's which may assist in identifying the families. The best, quickest and cheapest way to purchase the certificate is to do this direct from the GRO at http://www.gro.gov.uk/gro/content/certificates/
