You didn't provide approximate age for him, so I'm guessing this may be him. He was from England and a blacksmith on census records and did end up in Canada where he died.

In the 1921 census for Saskatchewan, Canada last name appears as

Herbert I Stier / [Herbert I Steer]. He is a Blacksmith and married to an Edith with 3 children
